Terms and Conditions
Please read these terms before using the Parliamentary Management System. By signing in or using the system you agree to them.
1Purpose of the system
The Parliamentary Management System (PMS) is the official system of the Parliament of the Republic of Vanuatu for managing parliamentary sessions, sittings, orders of business, bills, petitions, statements, questions, committee work, Hansard records and related documents.
These Terms and Conditions apply to everyone who uses the PMS, including its web application, mobile applications and programming interface.
2Authorised use
Access is restricted to authorised Parliament personnel and to systems that have been issued an API key by an administrator.
You may use the PMS only for the official business of Parliament and only for the functions that your role allows. Do not try to reach information or functions that your role does not give you.
3Accounts and security
You are responsible for everything done with your account. Keep your password and your two-factor authentication device private, and never share them.
Report a lost device, a suspected password leak or any unauthorised access to a PMS administrator at once.
API keys are for the system they were issued to. Keep them on a server, never in a web page or an app that others can read, and tell an administrator if one is exposed so that it can be revoked.
4Confidential information
Some documents and records in the PMS are not yet public. Do not copy, forward, publish or discuss them outside Parliament unless your duties require it and you are authorised to do so.
Information shown in the PMS may be a draft or a work in progress. Only documents that Parliament has published are official.
5Records and monitoring
The PMS records who creates, changes, moves or deletes documents, when they sign in, and which status changes they make. These records are kept for accountability and audit and may be reviewed by administrators.
Documents, their history and the deadlines tracked in the PMS (such as the 30-day Hansard Verbatim workflow) are part of the official parliamentary record. Do not try to alter or hide that history.
6Acceptable use
Do not upload unlawful, offensive or harmful material, or files that contain malware.
Do not try to disrupt the PMS, test its security without written permission, overload it with requests, or get around its limits and access controls.
Enter accurate information. Do not register documents or change statuses on behalf of someone else unless that is part of your role.
7Ownership
The PMS and its content belong to the Parliament of the Republic of Vanuatu or to the people who provided them. Your use of the PMS does not give you any ownership of them.
8Availability
Parliament works to keep the PMS available, but it may be unavailable for maintenance or because of faults. It may be changed or withdrawn at any time. Keep your own copies of anything you cannot afford to lose.
9Breaking these terms
Access may be suspended or withdrawn without notice if these terms are broken or if the security of the PMS is at risk. Serious breaches may be referred to the Clerk and dealt with under the rules that apply to Parliament staff.
10Changes to these terms
These terms may be updated from time to time. The current version is always the one shown on this page. Continuing to use the PMS means you accept the current version.
11Questions
Questions about these terms, or requests for help with your account, should go to the PMS administrators and the Office of the Clerk.
